Here's something for the do-it yourselfers out there. Many Mopars had the electric motors for the headlight covers. I had a 1971 300 that the motor would not work. It turned ok, so I knew it wasn't frozen. I proceeded to take it apart to see what was wrong inside, since there really isn't much to these. When I pulled the brushes out I noticed a broken/corroded mesh wire that went to one of the brushes. I simply cut the end off, so I could get to the good part of the wire. Then I had to solder an extension on since it was to short to reach the brush. This can be a little hard because there will not be much room to do this. Once you solder it back together, just reassemble the motor and test it. My motor worked perfectly after this fairly simple fix. Hope you have as good of luck as I did!
